ECF Glossary of Terms

Early Career Teacher (ECT) – A teacher in their first two years of teaching. Replaces the term Newly Qualified Teacher (NQT) from September 2021.

Early Career Framework (ECF) – A framework of standards for early career teachers which underpins the statutory entitlement to early career professional development.

Lead provider – One of six national providers accredited by the DfE to provide funded ECF training, one of which is 🔗University College London (UCL) Institute of Education (IOE).

Delivery partner – An organisation working with a Lead Provider to deliver their full induction programme to schools. All Teaching School Hubs (TSH), some MATs and some LAs are recognised as Delivery Partners for ECF. The Delivery Partner has a single Lead Provider that it has chosen to work with to provide ECF to schools in its region. The Lead provider (in our case UCL) will create the resources and programme, but the Delivery Partner will recruit schools, support them and deliver all the conferences and facilitated sessions to their teachers. Teaching School Hubs are the principal Delivery Partners nationally, and Exchange Teaching Hub is the Delivery Partner for UCL in our region.

Appropriate Body (AB) – The accredited body that oversees the statutory induction of Early Career Teachers and assesses whether they have met the Teachers’ Standards. This can be either a Local Authority or a Teaching School Hub.

Full induction programme (FIP) – A complete, funded programme for ECTs, based on the ECF, created by a lead provider and delivered by a delivery partner across the 2 year induction period.

Core Induction Programme (CIP) – Schools can draw on the professional development materials, available through the 🔗 portal, to deliver their own early career teacher and mentor training.

School-based programme – Schools can elect to design and deliver their own ECF-based induction programme for early career teachers.

ECT Manager – An online management system used by many Appropriate Bodies, including Exchange Teaching Hub. It is an efficient, paperless way to register ECTs for induction and submit assessments. Formerly known as NQT manager.

Teaching School Hub (TSH) – Teaching School Hubs will provide high-quality professional development to teachers at all stages of their careers. The teaching school hub programme will create a national network of 87 centres of excellence for teacher training and development. Hubs replace the previous network of around 750 teaching schools, which ended in August 2021.

Facilitators – School leaders and teacher leaders recruited by the Delivery Partner. They are deployed to lead ECT and Mentor ECF professional development sessions. They may also be asked to conduct quality assurance on behalf of the Delivery Partner and Lead Provider. Facilitators are expected to attend the facilitator development sessions and agree to their facilitated sessions to be visited for Quality Assurance purposes, including by the DfE, Ofsted and/or any independent evaluator. Mentor – The role of the mentor is integral for the development of ECTs. As part of the ECF programme, dedicated mentors are expected to support ECTs through regular one to one mentoring sessions. The Early Career Framework is the evidence base which underpins this entitlement for the professional development of mentors.

Induction Tutor – They are the person in school tasked with arranging induction for the Early Career Teacher, including assessment.  It may be appropriate, in some circumstances for the Head/Principal, to fill this role.  The published 🔗Statutory Induction Guidance described the role and responsibilities of the induction coordinator at a high level.

UCLeXtend – UCL’s online platform through which Delivery Partners, Induction Tutors, Mentors and ECTs access the ECF FIP.
